Ardour Index Committee

The Ardour Index Committee maintains oversight over the selection process of companies to be included in the Ardour family of global indexes.  The Index Committee convenes semi-annually to nominate companies from around the world for inclusion in the Ardour Global IndexesSM (Composite) - (Ardour CompositeSM) and meets quarterly to review additions, deletions and changes.  The Members of the Index Committee are:

Ambassador Sichan Siv

Ambassador Siv ( is the international bestselling author of Golden Bones, an American dream story, published by HarperCollins.  He was nominated by President George W. Bush in 2001 and unanimously confirmed by the Senate as a United States ambassador to the United Nations, serving until 2006.  In June 2005, Ambassador Siv addressed the 60th anniversary of the U.N. in San Francisco, in the footsteps of Presidents Truman in 1945, Eisenhower 1955, Johnson 1965, and Clinton 1995.

From 1989 to 1993, Ambassador Siv served as deputy assistant to President George H.W. Bush and as deputy assistant secretary of State.  In the private sector, he has held positions in social services, educational exchange, financial management, and investment banking.  He is managing director of the investment banking group AKRA ( He provides global strategic advice and gives motivational speeches around the USA and the world.

Ambassador Siv holds a master of international affairs from Columbia University. He escaped Cambodia's killing fields in 1976 and was resettled as a refugee in Wallingford, Connecticut.  He and his wife, the former Martha Pattillo of Pampa, Texas, spend their time in San Antonio, New York, and beyond.  Ambassador Siv is the recipient of numerous awards and honors, including the "George H.W. Bush Award for Outstanding Public Service. He is a volunteer in many organizations, including the U.S. Air Force Auxiliary Civil Air Patrol.

Anthony Williams

Mr. Williams is a member of Baker & McKenzie's Global Corporate & Securities Practice Group in the New York office. He brings extensive international experience as well as professional competencies in law, financial management and investment, accounting and business development to his practice at Baker & McKenzie. He currently concentrates on mergers and acquisitions, private equity investments and commercial transactions for American, European and Asian clients. Mr. Williams came to Baker & McKenzie from Coudert Brothers LLP, where he was chair of that firm's Global Life Sciences Practice. He also served as Chairman for Coudert from 1993 to 2001.

Joseph E. Levangie

Mr. Levangie is the Chief Executive Officer of Jel & Associates. The firm provides financial & administrative advice and investment services to large firms, growing companies and entrepreneurs. Activities include business planning, financial engineering (and modeling) and LBO and M&A / IPO counseling. In the past Mr. Levangie has held management positions with Spire Corporation, Northern Energy Corp., and was a presidential appointee to The Solar Energy & Energy Conservation Bank. He holds degrees from M.I.T. and Harvard.

Joseph LaCorte, CFA

Joseph is Co-Founder and CEO of S-Network Global Indexes. He is responsible for all aspects of the company’s business including business development, human resources, administration, public relations, operations and compliance.

Prior to S-Network, Joseph served as a Managing Director of UBS, with responsibility for all facets of the firm’s global exchange traded fund initiative. Prior to joining UBS, Joseph was a Managing Director and Senior Consultant of S-Network LLC, where he maintained responsibility for relationships with key clients, including State Street Bank & Trust, Goldman Sachs and Barclays Global Investors. Before joining S-Network, Joseph was a Managing Director of Deutsche Bank where he was responsible for the bank’s US index arbitrage and portfolio trading businesses. Joseph managed Deutsche Bank’s entry into the US ETF market, launching the first open-end 40-Act Fund to be listed on US stock exchanges. He also worked as part of the management teams at both Nomura and Kidder Peabody, with responsibility for managing those firms’ index arbitrage businesses. Joseph graduated with a BA in Political Science from the State University of New York.
